Position Statement – 2022
Women’s Bar Association of the State of New York (“WBASNY”) supports the passage of Senate bill S.8582, amending Public Buildings Law to require posting of information on resources for domestic violence and human trafficking victims to be posted in public restrooms.
This bill amends Public Buildings Law by adding a new section 147, “display of resources for domestic violence and human trafficking victims,” which creates a poster containing information for the New York State Police, the Division of Criminal Justice Services, and the National Human Trafficking hotline, the Domestic Violence hotline telephone number, and any other information the Office for the Prevention of Domestic Violence deems appropriate to post to assist victims of domestic violence and human trafficking. These posters shall be printed in English and in any other languages deemed appropriate by the Office for the Prevention of Domestic Violence and the New York State Interagency Task Force on Human Trafficking.
This bill recognizes that the use of a public restroom may be the rare time when a victim of trafficking or of domestic violence may have privacy or isolation to seek help. By posting the hotlines and resources in public restrooms in public buildings, it creates an opportunity to assist victims in obtaining the information, resources, and the assistance they need, particularly if they are traveling throughout the state.
